Creating an account is the first step — organization setup, review, and activation remain separate. Self-registration opens only when the approved notice versions are configured.

This creates your employer login. Verification, organization setup, and approval to request workers are handled as their own steps after the account exists.
Account creation is not open in this environment yet. Employer accounts are provisioned by the JobLop team during onboarding.
